Permit dispute over annex building between Clay County, Kansas City



Construction of a $20 million county annex building is currently being disputed between the county and the city of Kansas City following a stop work order claiming county officials lack the necessary permits to continue site work.

The city of Kansas City and Clay County are in an ongoing dispute over a $20 million annex building for the county, according to reports.

The seven-acre property for the annex building located at Missouri Highway 152 and North Brighton Avenue.

Site work has already begun for the building but was halted when a city inspector issued a stop work order, claiming county officials lack the necessary permits to continue work.

An attorney hired by the county, Lowell Pearson with Husch Blackwell, sent a Kansas City inspector a letter on Thursday threatening legal action against the city if inspectors did not allow construction to continue, reports KMBC 9 News.

Court precedent shows that the county has jurisdiction over site selection and construction of its buildings, Pearson noted, and said the county has received a land disturbance permit from the Missouri Department of Natural Resources.

However, city officials have said that without a permit, they would turn the matter over to their enforcement group to initiate legal process.
