Overland Park has approved the next step for Black & Veatch’s $1.2 billion campus redevelopment project.
On Monday, the Overland Park City Council voted unanimously to approve a tax increment financing (TIF) district. The district will support the revitalization of the Black & Veatch headquarters campus located at 11401 Lamar Ave. Black & Veatch initially proposed plans to expand its headquarters in May.
The project will include a multi-phase mixed-use redevelopment of the company’s headquarters. The first phase involves building a new 612,042-square-foot office building to house approximately 2,200 employees. The complete campus development will feature total proposed office space of approximately 994,000 square feet, 1,884 residential units in a mix of multi-family, townhomes and condominiums, 550,000 square feet of retail space, a 160-room hotel, and over 5900 structured parking spaces.
Upon completion of the new building, the existing building will be demolished, and the site will be given to the city, according to city documents.
Overland Park City planners are scheduled to review the rezoning hearing for the project in September.
Black & Veatch will support around $893 million, 78.2% of the project cost, in private financing. The TIF funding will total $227.7 million and an additional community improvement district (CID) fund could equal another $19.9 million in support. The two distinct funds amount to 21.8% of the total project.
The Galleria, a development located across from the new Balck & Veatch campus project, already has a CID in place with a 1.5% sales tax. Black and Veatch is hoping to collaborate with The Galleria and other neighboring projects to create a combined CID and transportation development district (TDD). However, this new district plan is subject to future review and further consideration by the city.
Black & Veatch released this statement on Tuesday following the TIF district approval:
Black & Veatch’s primary intent for this project is the development of a new, contemporary and resource-efficient designed headquarters to replace our current facility sorely in need of significant upgrades that aren’t now cost feasible. While the proposed multi-use project also considers other facilities — including apartments, a hotel and retail — Black & Veatch will likely not be developing those ourselves, and we will help identify and work with private developers with a vision that aligns with the city’s and ours to bring in best-in-class facilities and amenities to benefit this region of Overland Park.
