Four States Have Outright Construction Bans

Missouri and Kansas have been able to dodge the construction-ban bullet, but four states—New York, Pennsylvania, Michigan and Vermont—have called a halt to construction, and while nine others have instituted some restrictions.

Work is progressing in 38 states and the District of Columbia, but six of those are considering whether to order at least a partial slowdown in construction to stop the spread of COVID-19. The figures were drawn from various construction-sector Web sites tracking governmental responses to the crisis.

In the Kansas City area, work on the $1.5 billion single-terminal configuration of Kansas City International Airport is one of five projects nationwide that are valued at more than $1 billion and continue to progress.
