OP Council Approves Retail Center $7M Redevelopment Agreement

A redevelopment project for the Stanley Square Shopping Center in Overland Park could see construction begin in March.

The Overland Park City Council voted unanimously to approve a redevelopment agreement for the Stanley Square Shopping Center at the northwest corner of 151st Street and U.S. Highway 69. The agreement also creates a community improvement district (CID) to help finance future economic development-related projects.

Development of the project is required to start by March 1.

The approximately 83,225-square-foot shopping center was constructed in the late 1980s and currently holds tenets such as Rally House, Golden Belt Beef and Dollar Tree.

The project would cost over $7 million, $5 million has been generated from private investment, while the other $2 million in funds will come from the CID. The CID adds a 1% sales tax in the shopping center for 22 years from the date that the CID sales tax is first imposed.

The redevelopment will include the construction of new, wider, and pedestrian-friendly front-of-store sidewalks and plaza areas. New landscaping, seating and gathering spaces, benches, bike racks, eating areas and trash enclosures are also planned for the project.

Improvement to parking lot islands, curbs and gutters as well as the removal of a majority of the Stanley Square Shopping Center building facade are also planned. The new building facade will incorporate a sloping canopy and elevated signage. Additionally, the façade shall include tower elements identifying transition points.

Additional amenities and features include new LED lighting on all buildings and the parking lot and the installation of at least two electric vehicle charging stations, according to city documents.
