Lee’s Summit City Council to Vote on $492M East Village Development Plans

The Lee’s Summit City Council could approve a $492.7 million development and its own tax incentives during a Tuesday meeting.

The East Village project is a 130-acre mixed-use development led by Drake Development LLC, which would be located at the southeast corner of the intersection of US 50 Highway and South Missouri 291 Highway. The East Village will feature a Costco built on 23.9 acres on the north side of the development.

The Lee’s Summit City Council will vote on preliminary development plans for phase 1 of the project and a tax increment financing plan at its Tuesday meeting scheduled for 6:00 p.m. The TIF plan proposes that 50% of the property and economic activity taxes generated be spent on reimbursable project costs for 23 years.

The Costco store would feature 166,012 square feet of store space, 24 fuel pumps and 888 parking spaces. Additionally, the store would hire around 175 to 200 employees when the store opens. Drake Development is targeting an open date in November 2026 for the store. Costco is only one part of the larger Phase One plans for East Village, which span 77 acres of the redevelopment area.

Phase one of East Village also includes two apartment buildings with 320 and 250 units, respectively. Phase one will also feature more than 64,000 square feet of commercial space for a retail strip, restaurants and nine parking lots.

East Village is projected to be constructed in three phases. Developers estimate that the redevelopment of the entire area will be completed by 2035.

During the Lee’s Summit City Council meeting on Tuesday, council members voted to approve plans for phase one of the East Village development with seven votes in favor.
