Oxford Promenade 294-Unit Project Gets Second 12-Month Extension

The Leawood City Council has approved an extension request from Royal Investment Group, the developers of the Oxford Promenade project.

Council members voted to approve the 12-month extension during the City Council meeting on Monday. The Council voted 5-3, with councilmembers Steven Kaster, Lisa Harrison and Julie Cain voting against the extension.

This is the second extension the developer has requested. Royal Investment Group will need to submit and gain approval of the final development plans before it can begin construction. 

The nearly 22-acre site is located at the southeast corner of 135th Street and between Fontana Street and Mission Road. The project would create 11 buildings with a total of 294 apartment units, as well as over 91,000 square feet of retail space and over 81,300 square feet of office space. Additionally, preliminary plans also include a two-level parking garage with 449 parking stalls.

Preliminary plans for the Oxford Promenade project were originally approved in April 2023, and the City Council then approved its first 12-month extension in April 2025.

Phelps Engineering, Inc. is the engineer and NSPJ Architects is the architect for the project.
