De Soto Approves $225M Mixed-Use ‘Limestone’ Project

The City of De Soto has approved a $225 million mixed-use project at the northeast corner of K-10 Highway and Kill Creek Road.

Grata Development is planning to develop the Limestone project, a 102 single-family home and 350-apartment unit project that could see construction begin in early 2026 and be largely complete by 2029. Construction for the Limestone project would be completed in phases. The project would feature space for three restaurants.

On Thursday, the De Soto City Council approved a 1.5% community improvement district to support the development of the $18 million 102-room hotel. The hotel will also have a 75% property tax abatement for 10 years.

The $83 million 350-apartment complex will also have a 75% property tax abatement over the next 10 years. Apartment units will have average rents of $1.65 per square foot and an average size of 1,000 square feet, according to city documents.

The planned 102 single-family homes will be supported by a Rural Housing Incentive District (RHID), which will be capped at $8.2 million. The RHID will have a 60% incremental property tax for the next 25 years. The homes have an estimated sales price of around $450,000 per home.

The Limestone project is four miles from Panasonic’s $4 billion electric-vehicle battery plant in which officially began mass production in July.
