Kansas City Council Approves Crossroads Community Improvement District

The Kansas City Council voted to approve a petition to establish the Crossroads Community Improvement District, which will address public safety and beautification efforts for the area.

The district spans the entire Crossroads Arts District, bounded by Truman Road to the north, Troost Avenue to the east, Kansas City Terminal Railroad to the south, and Broadway Boulevard to the west.

The CID will implement different property assessments based on buildings, undeveloped lots, parking lots, single-family residences and condominiums. All assessments increase 3% annually to cover increases in expenses. The CID will also add a 0.5% sales tax to all retail sales within the district, as part of the Missouri Community Improvement District Act.

The Crossroads Community Association, a coalition of property owners in the Crossroads, has been working to file the petition for the district. The CID formation requires the submission of signatures from property owners who collectively own over 50% by assessed value of district property, and who represent over 50% per capita of all owners of real property within the district.

The district will span 10 years with an estimated annual budget of $1.2 million. Funds from the CID will go toward the implementation of a multifaceted security program to address crime in the area. The program will form a 12-hour patrol of the neighborhood through a combination of uniformed off-duty KCPD police officers and uniformed licensed security professionals. New signage will be placed around the district to promote the security program, and cameras will be installed to monitor “hot spot” areas to help deter crime.

Additionally, funding will go to help establish a group of six Crossroad ambassadors who will help perform maintenance tasks as well as incorporate a trash and graffiti removal program.
