Less than five months after Bi-state II failed in four of the five participating counties, Ingram’sMagazine partnered with KCPT- TV for the second installment of Kansas City @ the Crossroads, an in-depth look at controversial issues that affect the entire metropolitan area. Ten participants with vested inter-est in the outcome of the last Bi-state election gathered at Ingram’s headquarters for a lively debate on the past and future of the bi-state concept.

There was unanimity among the participants, but only on one point-Bi-state II failed because it was flawed. Presented properly, it would have had a much better chance of passing. But even the flaws were not unanimously agreed upon.
